The drive itself is broken, details below.
I had a go with a number of connectors and power supplies, but no success with your drive.
The SATA connection on the bottom of the drive enclosure is too deep for a normal SATA connector to properly connect with.
I have not been able to get your drive to work with either your power supply and another power supply on your base.
However, I am successfully able to connect a 2 1/2 inch disc drive using your base unit and either power supply.
So I didn't know if the drive case is the problem or if the problem is with the drive itself.
I followed a YouTube video https://www.youtube.com/watch?v=pP9D-Dbat9I and was able to remove your hard drive from its case.
I connected it to a different powered SATA system and found that the drive was still dead.
